The Boatswains Call or Boatswains Whistle or Bosun's Pipe (No - you cannot smoke it) was the traditional method of communicating around a ship. This style of whistle enabled variations in sound that corresponded with different functions. There was one sound for welcoming onboard, one for change of shift or watch, one for mealtimes, and so on.
These days, digital sounds do the communicating although the Bosun's Call is still used for ceremonial purposes and its loud clear sound is an excellent warning in many situations.
